It means people knowing who to turn to, sharing skills and resources, and supporting those most at risk. Resilient communities adapt when circumstances change and recover more quickly because they collaborate rather than face problems alone.
It involves strong relationships, good communication networks, and practical planning for emergencies or long‑term pressures.
